society. In the course of time they are growing in importance. But information technology (IT) develops very irregularly: there are infinitely many computer facilities and avenues of communication, but progress in semantic processing of information is not so big. First of all this progress depends on achievements in study of processes of human thinking, processes of communication between people and also on ability to model such processes electronically.
When we speak about creation of long-term information technology first of all we should pay attention to problems of automatic processing of textual information which are presented on natural languages. It is determined by the fact that human thinking is closely connected with the language a person speaks. Moreover natural language is an instrument of thinking. It is also universal means of communication between people, i.e. it is means of perception, accumulation, processing and transmission of information.
Such discipline as computational linguistics deals with problems of usage of natural languages in systems of automatic data processing. This discipline appeared relatively recently – at the tu
of the 1950s. During last 50 years in the field of computational linguistics significant scientific and practical results were derived. Different systems of machine translation from some languages into others were created. Systems of automatized search of information in texts and systems of automatic analysis and synthesis of oral speech (and many other systems) were also created.
The aim of the present work consists in analysis of computational linguistics. According to the aim we set the following goals:
1. To study place and role of computational linguistics.
2. To study directions of computational linguistics.
3. To study mode

In the systems of automatic text processing computational linguistics plays an important role. Central scientific problems of computational linguistics are the problem of modeling of process of texts meaning understanding (transfer from the text to formalized conception of its sense) and the problem of synthesis of speech (transfer from formalized conception of the text sense to texts in natural languages).
An important methodological problem of computational linguistics is right assessment of the necessary correlation between declarative and procedural components of the systems of automatic text processing. Solving applied problems of computational linguistics we should focus on declarative means, but procedural means including competent interface also are of a great importance.
Traditional methods of bridging language divides are the teaching of foreign languages and translating. But because of globalization (growing economic, political and cultural relations between countries) and because of increasing the intensity of informational flows between them these methods become insufficient. It is necessary to look for alte
ative solutions of this problem. And one of them is creation of phraseological systems of machine translation.
The system of the phraseological machine translation RETRANS should be considered only as a first step in this direction. There is still much work on improvement of procedural and declarative means. Especially difficult is the task of the creation of powerful phraseological dictionaries that can include several hundred millions dictionary entries.
